Could be cool, but I'd expect guild rivalries to skew them heavily. It would be all too easy to ruin a whole guilds rep using this system.

Oh, great idea, then people can abuse it by buying rep from other, thus make the economy more screwed, and the whole system overall screwed!

well i like that idea alot but here is what i have to add to it, instead of having players able to give positive rep or negative rep. have it made into a system by arena.net well example of one way this could be done "players leaving a mission -1 rep"
and yes there would be alot of negative thought about arena.net make those -1 rep and +1 rep judges. example " sumbody really has to leave a mission for sumthing urgent (family issue?)" then they would go -1 rep for no reason and would be looked at badly by other players
to sum up my statement having a rep system is a good idea. but yes it would be abused by the players if they would be the ones awarding - rep and + rep and if arena.net did the awarding of rep then it would still be misunderstood to other players because of what i stated above
